Initial Environmental Examination (IEE)

The Initial Environmental Examination (IEE) is a formal study of the process to predict the environmental consequences of a proposed developmental project before commencing.

The IEE, according to the National Environmental Act, is a report whereby possible impacts of prescribed projects are assessed with the purpose of determining the impacts of the project are significant or not. An IEE therefore must report all possible environmental impacts and the intensity of such impacts. In some instances, if the Preliminary Information (PI) provided, is sufficiently documented, it would be considered an IEE by the Project Approving Agencies (PAAs). In Sri Lanka, Central Environment Authority (CEA), Mahaweli Development Authority, Coast Conservation Department etc. are functioning as PAAs for many developmental projects with the national interest.

The IEE and EIA (Environmental Impact Assessment) processes have both similarities and differences in the way of functioning. The IEE report, unlike the EIA, does not evaluate the alternatives to the proposed project, nor attempt to find means of mitigation for the identified impacts. Furthermore, the IEE does not conduct any environmental cost-benefit analysis in its reporting. Even though, the CEA guideline identifies the IEE as part and parcel of the EIA procedure, in practice these two processes are treated as two separate reporting. As per the CEA guidelines, any prescribed project submitted to the CEA for approval must either submit an IEE or an EIA. Yet, according to the guidelines, any Project Proponent who may submit a PI/ IEE initially may be required to submit an EIA depending on the complexity and the significant impact of the proposed project. The Fauna and Flora Protection Ordinance, No. 02 of 1937 as amended and North Western Province Environmental Statute, No. 12 of 1990 allow public participation in the IEE process. However, all other legislations exclude public participation as a step of the IEE process, compared to the mandatory requirement of public participation in the EIA process.
